It is certainly the case that some companies might not want to label their products as nano. But, the deeper question is: why? If they are concerned about a public backlash, then there is a lot more work to be done besides simple labeling. If they are concerned about regulation, then there needs to be more done to figure out what kinds of open, transparent regulatory systems companies may want.
Finally, we understand that there are probably many products on the market that use nanotech but are not advertised/labeled as such. We constructed the inventory to track the growing aspect of commercialization that is publicized, but consumers certainly are interested in the aspect that is not advertised.
