You are invited to discuss how water levels and flows, and the interests of stakeholders throughout the LOSLR system, would be affected by Plan Bv7, the plan for regulating levels and flows that is currently under consideration as part of the new approach. Participants are encouraged to explore all of the discussions for today’s topic, not just those related to a particular interest.

You are invited to discuss the methods used by the IJC to evaluate the benefits and impacts to each interest in the LOSLR system. Do the methods provide an adequate basis for comparing the current and new regulation plans? Participants are encouraged to explore all of the different discussions.
Thursday, June 14
You are invited to discuss issues that IJC Commissioners will consider when they deliberate on the new approach. The current approach has provided substantial benefits to stakeholder groups in the LOSLR system (shoreline property owners, recreational boating, commercial navigation and hydropower) by reducing the severity and frequency of high and low water levels. It has also harmed the interest both countries have in maintaining the integrity of the ecosystem. Any approach, including the current one, involves tradeoffs among interests. What is an appropriate balance of interests in the LOSLR system?

You are invited to discuss how the IJC and stakeholders should prepare to meet the challenges from any future changes in socio-economic and water supply conditions, and from any unanticipated consequences of the regulation plan.
