DISCUSSION: NCLB Public School Choice Requirements

COMMENT: Obstacles to choice in charters

Submitted by Richard Ten Eyck on 10/12/04 9:26 AM

This message points out some of the shortcomings of NJ's charter legislation. In contrast to the state's interdistrict choice funding system, the charter legislation punishes both the charters (most specifically in terms of faciltiies funding) and districts (which lose per pupil funding to charters). The district responses are unfortunate reactions to the financial penalties suffered by them. It appears that there is great inconsistency in the state funding mechanisms for charters thoughout the country.

The other obstacle (adequate funing provisions for both facilities and current expenses) need a healthy resolution if we are to provide support for this choice option.
