In contrast to the state's interdistrict choice funding system, the charter legislation punishes both the charters (most specifically in terms of faciltiies funding) and districts (which lose per pupil funding to charters). The district responses are unfortunate reactions to the financial penalties suffered by them. It appears that there is great inconsistency in the state funding mechanisms for charters thoughout the country.
