I agree. There must be a better way to allow children these options and the Feds need to come up with a mandate that gets implemented. They designed this to begin with but do not seem interested in seeing that it is implemented. Too often poor children do not get written options implemented and they are unable to know what they must do. School systems and States are obligated to see that these initiatives are implemented. There is no penalty meaningful enough to them to see that they do. There is very little federal money for this (unless a grant is received) and the states do not withhold funds.
