Good morning. We are interested in learning more from participants who have had positive experiences with NCLB choice. Where is it working and why? In our recent study, Choosing Better Schools: A Report on Student Transfers Under the No Child Left Behind Act (Citizens' Commission on Civil Rights, 2004), we identified numerous places where NCLB choice was not being implemented effectively. On the other hand, we did locate and highlight a number of school districts where NCLB choice was effective in providing students in low-performing schools the chance to attend better-peforming public schools in their communities. In some of these districts, choice had a desegregative impact as well (i.e., students moved from schools with high concentration of poverty and racial segregation to less segregated settings).
