Commonwealth Connections Academy is a K-8 virtual school in Pennsylvania -- the first approved under PA's stringent new cyber-charter law. Close to 45% of the students at CCA this year qualify for free or reduced lunch, and there's a healthy concentration of families in core-city Philadelphia. If Pennsylvania had not chosen, after all the controversy, to embrace virtual schooling while establishing tough quality guidelines, families who want a different kind of choice wouldn't have one. Now we want to put together a community-based virtual school in Philly for students who need a personalized learning approach but can"t do virtual school at home because all the adults in their lives are working...
