Some of these more "alternative" districts remind me of Indian casinos, in terms of how much revenue gets taken at certain points along the path to where it is supposed to have been designated to go. While it might be a bit too harsh to call it skimming, I have seen districts, in times of economic stress, increase the percentages of the "administrative/overhead" fees they are charging the various choice school accounts.
