Unfortunately until money, consolidation or closing those schools not working become reality these schools see no real need to change. Thus the good ones in urban systems do not get highligthed or followed. There has to be strong incentives, punishments and changes in order to begin to address the issue of teaching to children in this era. Times have changed and the public system is open to all. But they need to feel the pinch and still do not. Withholding state or federal funds unless they change, reorganize, etc. may be the only thing.
