COMMENT: Core funding and NCLB parents with vouchers for the rest?

Grant funding for charters may be a structural problem.

I'd prefer giving poor parents, based on a real plan to identify and remedy target populations, school vouchers they can use to find the best school for their children. Put charters, private, public and any other approved school into the shopping mix; but keep funding under control of the parents.

Again, based on the response in San Antonio, Milwaukee, Indianapolis, Cleveland and overseas according to the emerging literature on school choice world wide, this degree of parental control leads to involvement and adaptation of the school to the educational needs of the child...or they don't get paid!

A mixed funding method of some core funding but make up the rest in parent directed vouchers might make for a more responsive mix of schools.
